BUDAPEST METRO LINE 4 FEASIBILITY STUDY

Oktober 1996

Capital cost estimation

The cost estimation was undertaken in Hungarian Forints (HuF), which was converted to ECU based on a currency exchange rate of 185.3 Forints to 1ECU as a representative exchange rate for first quarter of 1996.

General assumptions

The civil works costs include all the costs of construction of the sections and stations, structures of exits, transfer connections and pedestrian passages, the costs of the auxiliary works, the architectural and interior works, the service buildings and related facilities to operate the metro line.

The depot costs include provision for covering the depot and garages. They include the costs of the buildings and all the technical equipment required as well as the dispatcher building.

The costs of the systems include all the costs related to the power supply, the signalling and telecommunication devices, the air conditioning devices and safety equipment for the trains, the equipment that will be installed within the dispatcher building.

The construction capital cost estimation has been carried out according to several staging assumptions, as follows :

Kelenföld-Keleti alignment built according to one stage, as one section,

Kelenföld-Keleti alignment built according to two stages with:

1. a first section from Kelenföld to Kálvin Square

2. a second section from Kálvin Square to Keleti station

a further stage with the extension beyond Kelenföld to Budaörs.

The rolling stock capital cost estimation includes the estimation for the opening (year 2005) and the estimation at 2020 horizon year. The 5 car train set estimated cost before tax, custom free and shipping charges, is 1,019 M HuF (5.5 M ECU), for an order of about 100 vehicles, i.e. 203.830 M HuF or 1.09 M ECU per unit car.

Kelenföld Station-Keleti Station alignment completed in one stage

Table C-11 gives the overall capital costs of Kelenföld Station - Keleti Station alignment. The estimation is based on the most optimised cost, it is to say including the lower cost estimated station alternatives.

* The rolling stock dimensioning is based on 4 Car train sets, 5 pax/m². The cost estimation gives respectively 109 M ECU, for 4 Car train sets with 4 pax/m², 87 M ECU for 5 Car train sets and 5 pax/m², 104 M ECU for 5 Car train sets with 4 pax/m².

** The rolling stock dimensioning is based on 5 Car train sets, 5 pax/m². The cost estimation for 5 Car train sets with 4 pax/m² gives 126 M ECU

The above table shows that around 20% of the capital costs will be dedicated to the rolling stock purchase, the rest being assigned to the construction of the line. The construction capital cost breakdown is as follows :

50% for the civil works(sections and stations)

22% for the systems and equipment required for the operation of the line,

7% for the escalators and lifts to be installed,

7% for the depot and garages,

the rest include land acquisition, public utilities and roadway works
